Brothers charged in West Roxbury bank robbery

BOSTON, September 25, 2024 – Two brothers were arraigned in West Roxbury BMC today for stealing approximately $197,146 in U.S. currency on Tuesday from Energy Credit Union, a bank in which one of the brothers was employed, Suffolk District Attorney Kevin Hayden announced.

JUSTIN FLOUNOURY, 32, and JENEL FLOUNOURY, 28, both of Brockton, were charged with larceny over $1200 and conspiracy. Judge John Garland ordered both held on $10,000 bail and to stay away from Energy Credit Union. Both are due back in court on October 30 for pre-trial hearings.

At about 12:55 p.m. on September 24, Boston police and members of the FBI Violent Crimes Task Force responded to the Energy Credit Union at 156 Spring Street for a robbery in progress.

The bank teller, later identified as Jenel Flounoury, told investigators that at approximately 12:51 p.m., he was working at his teller station when an unknown male, later identified as Justin Flounoury, approached his window and wrote a note stating “hand it over.”  Jenel Flounoury immediately turned around and entered a closed door containing the main vault. Jenel Flounoury opened the top right vault and retrieved all the money in that vault and placed approximately $197,146 in US currency in a blue ATM bag.  Jenel Flounoury said Justin Flounoury collected the bag and said “thank you, sir” and fled the bank in an unknown direction.

The Chief Financial Officer informed investigators that Jenel Flounoury’s actions, such as not looking in his cash drawer, immediately going to the vault without being instructed to do so, and providing more than the amount demanded were suspicious and inconsistent with how tellers are trained on bank robbery procedures.

Bank officials informed investigators that Jenel Flounoury’s employment was terminated in May 2023 for violation of company policy. Jenel Flounoury was then rehired in August 2024.

Investigators conducted surveillance on Jenel Flounoury when he left the bank and observed him entering a residence in Brockton. Investigators then observed both brothers ignite a fire in the side yard and burning what appeared to be clothing inside a grill.

At approximately 1:45 a.m., investigators executed a search warrant on the Brockton residence and located a large amount of U.S. currency. Both Jenel and Justin Flounoury were placed under arrest without incident.

Hayden thanked all agencies involved, including Boston Police, FBI Boston’s Violent Crimes Task Force (comprised of agents and officers from the FBI, Boston, Dedham, Malden, Somerville and Massachusetts State Police), Massachusetts State Police, Brockton Police and the Plymouth County District Attorney’s office.

“We’ve seen time and time again employees hatching what they think is a clever plan to steal from their workplace, and then we see those supposedly clever plans unravel, usually very quickly.  The immediate suspicions of the bank officers and some extremely effective work by the investigative agencies involved led to these brothers answering to these charges in court today,” Hayden said.

All charged individuals are presumed innocent until and unless proven guilty beyond a reasonable doubt.
