Man, woman charged with assaulting, robbing man after ATM withdrawal

BOSTON, November 2, 2022 —A man and woman have been ordered held without bail on charges that they beat and robbed a man last month who had just withdrawn money from an ATM machine in Roxbury, District Attorney Kevin Hayden announced. 

JACQUAIL OWENS, 29, and VICTORIA CEPEDA, 32, are charged with armed robbery, assault and battery with a dangerous weapon and conspiracy. The two were arraigned separately.

 Cepeda was arraigned Friday in Roxbury BMC. Judge David Poole revoked her bail on a pending case and further ordered that, if released, Cepeda observe a 7 pm to 7 am curfew, stay away from the crime location, continue and comply with mental health treatment and wear a GPS device. Cepeda will return to court November 15 for a probable cause hearing. 

Owens was arraigned yesterday in Roxbury BMC.  Judge Kenneth Fiandaca revoked Owens’s bail on several open cases and ordered him held pending a November 8 dangerousness hearing. Owens’s open including criminal harassment, violating a protective order, assault with a dangerous weapon, assault and battery on a family or household member and threats.  Owens is on probation for earlier convictions and wears a court-ordered GPS device.

Assistant District Attorney Nicholas Babaian said that at about 12:30 a.m. on Friday, September 23, the victim, a 59-year-old male, withdrew $460 from an ATM machine on Warren Street in Roxbury.  The victim noticed a man and woman standing behind him as he conducted the transaction.  The two then attacked the victim, punching him in the back of the head, throwing him to the ground and kicking him.  At some point during the attack the woman grabbed the victim’s umbrella and struck him with it. 

Video surveillance from area cameras shows the woman stepping forward as the money was being dispensed and attempting to push the victim aside in order to grab it.  The video then shows the woman and man attacking the victim.  Boston police viewing the video identified the woman, who was shown in the video with a distinctive loss or shaving of hair on the right side of her head, as Cepeda. 

Further investigation including GPS data from Owens’s court-ordered device placed him at the scene at the time the robbery and attack took place.

“These crimes degrade our neighborhoods and erode the quality of life that residents desire and deserve.  There is nothing low level about this crime.  These individuals attacked and robbed a victim conducting a routine activity,” Hayden said.
